MESSAGE TO ALL MEMBERS OF THE TOWN OF JOUN

Dear Residents of Our Beloved Town Joun,

I am reaching out to reiterate something very important regarding the efforts I have been undertaking. My sole purpose in preparing and presenting these development proposals for Joun is to use my background and expertise to benefit our town and every member of our community.

I want to make it absolutely clear that I do not seek, nor have I ever sought, to hold any public position in Joun, now or in the future. My only motivation is to see our town thrive, make use of its immense potential, and work together to secure a better future for our children and future generations.

What I am doing is a voluntary effort driven by my deep love for Joun and my belief in the ability of our community to move forward. I remain committed to ensuring that all my initiatives are free of personal or political agendas and remain open to everyone without exception.

I invite you all, as a united community, to engage positively with these initiatives, share your feedback and suggestions, and join in building a shared vision for our future. Together, we can bring about meaningful and sustainable change that benefits everyone.

Thank you for your trust and support. I assure you that I will always stand by you for the best interest of Joun and its people.

With sincere regards,

Dr Antoine J. Burkush. PhD

JOUN MUNICIPAL GOVERNANCE

Municipal System in Lebanon

The Municipal System

In administrative terms, Lebanon is comprised of governorates (muhafazat), which in turn are divided into districts (qada’), each of which contains any number of municipalities (baladiyyat). Municipal governance is thus the third (local) level of public administration in the country. [1] Lebanon’s eight governorates are Beirut, ‘Akkar, Baalbak-Hermel, Bekaa, Mount Lebanon, Nabatiyya, North Lebanon and South Lebanon. There are 26 districts in total, containing a total of 1,030 municipalities, unevenly spread across the country.

The 1977 Law of Municipalities and its amendments govern the current system. [2] Each municipality has jurisdiction over all matters of public interest and work in its boundaries. This includes setting and balancing the budget, collecting fees and taxes, managing properties, and establishing or maintaining a range of public utilities and infrastructure such as health, sanitation, water, lighting, local transportation, streets and gardens.

Municipal Powers in Lebanon

Municipal powers in Lebanon

Lebanon is a unitary state and its public administration is organised into three levels: central administration, deconcentrated administration (8 governorates and 26 districts) and decentralised administration (1 138 municipalities and 57 municipal unions) (Figure 10.2).

PROJECTS PROPOSALS

PROJECTS PROPOSALS FOR SHORT TO MEDIUM RANGE

Joun “Smart” Town Initiative: Municipal Digital Transformation

About Municipal Digital Transformation:

Municipal Digital Transformation refers to the process by which local governments and municipalities leverage technology and data-driven approaches to enhance their services, improve efficiency, and engage with residents.

Transparency:

Lebanon has made strides in promoting transparency and open data.

Here are two relevant initiatives:

  1. Impact Open Data: This platform, developed by the Central Inspection in Lebanon, provides access to data collected from various ministries and municipalities. It aims to enhance transparency, accountability, and citizen engagement.
  2. Access to Information Law (ATI Law) : Lebanon’s ATI Law (no. 28/2018) grants every natural or legal person the right to access and view information and documents held by public entities without abusing this right.

JOUN E-MUNICIPALITY WEBSITE (E-GOVERMENT)

Digital Presence Is Non-Negotiable

In today’s digitized world, having a strong online presence is non-negotiable for any business, including municipalities. From an up-to-date website to active social media channels, these digital platforms offer invaluable opportunities for engagement. They allow municipalities to broadcast news, share updates, and even gather feedback in real-time. More importantly, they serve as a bridge connecting the municipality with its residents, ensuring that everyone has access to information and can participate in discourse easily.

The goal of the Town of Joun website is to provide simple and intuitive electronic access to public services, serve as a public communications tool, reduce transaction costs for the Town and citizens, and to streamline business operation.  Specifically, the Town would like the site to support e-government transactions such as on-line permits, on-line forms and applications, on-line payments, and a variety of other activities in the near future.

PURPOSE

The Town of Joun website should provide easy access to Town services, be adaptable to current and changing technology, provide content management for City Staff and be used as a public communications tool.  The website shall meet the following criteria:

  • Provide easy electronic access to public information for use by the target audience
  • Provide the public with an alternative means of communicating with Town officials and staff
  • Provide enhanced delivery and awareness of public services and facilitate a process for public inquiry
  • Provide a site favoring a build-to-suit website and long term external hosting, but not a month-to-month content management relationship
  • Provide a 24-hour Joun City Hall, and the eventual ability to conduct secure financial transactions online
  • Provide pages for all major Town programs, departments, services, and functions.
  • Be upgradeable

The information on the City website should be directed towards the following groups (listed in priority order):

  • Joun Citizens
  • Businesses
  • Visitors
  • Prospective businesses
  • Prospective residents
  • Prospective investors and developers
  • Civic groups
  • Associations
  • Youth and senior citizen groups
  • Other government agencies
  • Any person or agency seeking to conduct business with, or obtain information about, the Town of Joun.
  •

In Summary:

The Town of Joun seeks to create an inviting website that is attractive and reflective of Joun, with imagery that reflects the Town as an attractive place to live, work, and visit. The newly designed website will be used as an informational and marketing tool for residents, business and visitors using the site. The design should highlight and showcase the community, Town amenities, news, events and attractions, and the multitude of services available to its citizens.

JOUN MUNICIPALITY MOBILE APP (M-GOVERNMENT)

The mobile municipality app for the town of Joun shall offer several benefits, enhancing communication, engagement, and services for both Joun residents and Baladiyeh.

Here are some advantages:

  1. 24/7 Accessibility:
    • Joun residents can access information, services, and updates anytime, anywhere using their smartphones.
    • Emergency alerts, service requests, and event notifications are readily available.
  2. Efficient Service Delivery:
    • Mobile apps streamline processes such as permit applicationsbill payments, and service requests.
    • Faster response times lead to improved resident satisfaction.
  3. Transparency and Trust:
    • The App shall provide transparency by sharing information on Baladiyeh budgets, projects, and decisions.
    • Joun residents gain trust in Baladiyeh governance through open communication.
  4. Joun Community Engagement:
    • The App shall facilitate Joun community engagement by allowing residents to participate in surveys, polls, and discussions.
    • Feedback mechanisms help Baladiyeh officials understand public sentiment.
